Kiambu Governor Ferdinand Waititu had Kenyans confused when he appeared before the Senate Committee to answer on questions on the Kiambu Budget audit.
The Kiambu County budget received by the Auditor General and presented to the Senate Committee resembled that of the National Government.
The report read for the Senate Committee only meant that either the budget was a copy and paste of the National Budget or there was a mix-up of the documents or Kiambu County had swindle millions or someone in Waititu’s County Government sabotaged him.
“Chairman, I want to sincerely believe that this report was interfered with by anybody to put in those things so that when I come here, I’ll be cornered the way you are cornering me,” Waititu said referring to his inability to explain not only the figures read to him but the purpose indicated for the figures.
Kiambu’s budget line weirdly included financial allocations of South Sudan Advisory which amounted to 58.18 million shillings normally expected to only feature in a National Government Budget.
The Budget read for the Senate Committee also included anomalies where finances were allocated to the following:
- South Sudan Advisory-58.18 million shillings
- Administration of State House Functions- 973 million shillings
- Free Primary Education-793 million shillings
- Administration of Special Benefits of Retired Presidents-180 million
- State Corporation Advisory Services-591 million shillings
- Education, Gender, Culture, and Social Services Free Primary Education-804 million shillings.
All the allocations read in Kiambu’s budget while presented to the Senate Committee matched that of National Government and Waititu was at pains to explain what was read to him seeming more surprised that the Senate’s committee members.
“It is unacceptable that Kiambu County government can have the budget for State House, the peace process in South Sudan and free education,” Senator Isaac Mwaura said during the sitting.
“It was a National Government template, no money was spent,” Governor Waititu said in his defense.
Social media did not let it pass as people came out in large numbers to roast Governor Waititu and ridicule his voters.
