LSK Invites Kenyans for a Public Forum on the Huduma Namba Bill

The Law Society of Kenya (LSK) through the ICT/IP committee is inviting members of the public to a consultative forum to deliberate the provisions of the recently published Huduma bill by the Kenyan Government.

Huduma Bill will be subjected to general public participation on the 31st of July 2019. The LSK has since decided to invite the public on the 25th of July 2019 at the Laico Regency-Nairobi from 2 pm to 5 pm.

Members of the public are also encouraged to write their memorandum to karani@lsk.or.ke

The Huduma Namba Bill

The Huduma Namba Bill 2019 is the latest move by the government that will require all persons living in Kenya to engage in a mandatory registration.

According to the Bill which is already public, the Huduma Namba will serve as proof for identification for all Kenyans and will be used for all the services that currently require the use of an ID Card.

In the Bill, a National Integrated Identify Management System) database will be created and will contain all data collected from Kenyans with each person assigned a unique number.

If the Bill becomes law, the following services will only be issued for those with the Huduma Card:

  • Driving license
  • Passport
  • Getting a new SIM card/mobile number
  • To vote
  • Pay taxes
  • Transact in a bank
  • Get an electricity connection
  • Register a company/NGO
  • Open a bank account
  • Transact in the financial markets
  • Transfer or make any land dealings
  • Access healthcare in a public hospital
  • Enroll in a public school
  • Register your car
  • Register a marriage
