KRA Scraps Nil Returns, Introduces “PIN with No Obligation” For Non-Earners

Kenya’s tax landscape is set for a significant shift after the Kenya Revenue Authority (KRA) announced the scrapping of nil returns, replacing them with a new system dubbed “PIN with No Obligation” for individuals with no taxable income.

For years, thousands of Kenyans—especially students, unemployed citizens, and low-income earners—have struggled to comply with the mandatory filing of nil returns to avoid penalties. The process, though simple in theory, often led to confusion, missed deadlines, and unnecessary fines for those with no earnings to declare.

Under the new directive, individuals who have a Personal Identification Number (PIN) but do not earn any income will no longer be required to file returns annually. Instead, their status will automatically be categorized as “no obligation,” removing the burden of compliance and reducing administrative strain on both taxpayers and KRA systems.

KRA officials say the move is aimed at improving efficiency, enhancing taxpayer experience, and encouraging voluntary compliance among active taxpayers. By eliminating the need for nil returns, the authority hopes to focus more resources on tracking actual revenue streams and curbing tax evasion.

The announcement has been widely welcomed, particularly by young people and first-time PIN holders who previously faced penalties despite having no income. However, experts caution that proper public awareness will be crucial to ensure taxpayers understand their new status and avoid confusion during the transition.

As Kenya continues to modernize its tax system, the reform signals a shift toward a more inclusive and practical approach—one that recognizes the realities of citizens without income while streamlining the country’s revenue collection process.
