Government Unveils New Digital Education Programme For Junior Secondary Schools

The Ministry of Education has officially launched Phase One of the Digital Literacy Programme (DLP), marking a significant milestone in the government’s ambitious plan to modernise Kenya’s education system through the integration of digital technology into classrooms across the country.
The first phase of the nationwide programme will target 10,382 public junior secondary schools, with the government positioning the initiative as a key pillar in preparing learners for an increasingly technology-driven world.
Education officials say the rollout is expected to strengthen digital literacy among learners while enhancing the quality of teaching by providing schools with modern digital learning tools.
Speaking during the handover of a school bus to Racecourse Senior Comprehensive School in Kesses, Uasin Gishu County, on Wednesday, July 15, Basic Education Principal Secretary John Lekakeny Ololtuaa described the programme as a transformative investment in the future of Kenya’s education sector.
Ololtuaa said the government remains committed to ensuring that all learners, regardless of their geographical location, have access to quality education supported by modern technology.
He noted that digital learning is no longer optional but a necessity, as the country seeks to equip young people with the skills required to thrive in the digital economy.
“As we continue implementing education reforms, technology remains at the centre of our efforts to improve learning outcomes and prepare our learners for future opportunities,” the PS said.
Under the first phase of the programme, participating schools will receive smart boards, large, touch-sensitive interactive digital screens designed to transform classroom learning.
Unlike conventional blackboards or whiteboards, the smart boards allow teachers to incorporate videos, animations, graphics, interactive presentations and other multimedia resources into their lessons.
The technology is also expected to encourage greater learner participation by allowing students to interact directly with digital content during classroom sessions, creating a more engaging and collaborative learning environment.
According to Ololtuaa, the introduction of smart boards will significantly improve lesson delivery by providing teachers with access to a wide range of digital educational resources and modern teaching methods.
The devices are expected to reduce reliance on traditional teaching approaches while making complex concepts easier for learners to understand through visual and interactive demonstrations.
He further revealed that 215 junior secondary schools in Uasin Gishu County are among the institutions selected to benefit during the initial rollout, with similar installations scheduled for schools across all counties as the programme progresses.
The Ministry of Education says the Digital Literacy Programme will be implemented in phases to ensure a structured rollout while allowing the government to continue investing in the infrastructure needed to support digital learning nationwide.
Recognising that access to electricity remains a challenge in some learning institutions, Ololtuaa also announced that the government will introduce a complementary solar power programme to support the initiative.
The renewable energy project is expected to provide reliable electricity for schools receiving smart boards, particularly those in remote and underserved areas where access to the national power grid remains limited.
The solar installations are expected not only to ensure uninterrupted use of the digital learning equipment but also to promote the adoption of clean and sustainable energy solutions within public learning institutions.
The Digital Literacy Programme forms part of the government’s broader digital transformation agenda in education, which seeks to integrate Information and Communication Technology (ICT) into everyday teaching and learning.
The latest rollout comes only weeks after the launch of the National Integration of ICT Learning in Junior Schools initiative, another programme aimed at preparing learners for careers in the digital economy while introducing them to emerging technologies such as Artificial Intelligence (AI).
Education officials believe that exposing learners to digital tools from an early stage will strengthen technological competence, improve creativity, encourage critical thinking and foster problem-solving abilities that are increasingly becoming essential in both higher education and the modern workplace.
The ministry further expects technology-enabled learning to improve collaboration between teachers and learners by making classroom instruction more interactive and learner-centred. Officials say digital resources will also enable teachers to personalise lessons according to learners’ abilities, helping improve overall educational outcomes.
During his address, Ololtuaa also called on parents, teachers and other education stakeholders to continue supporting the implementation of the Competency-Based Education (CBE) system, noting that while the transition has experienced challenges, the government remains committed to addressing concerns raised by stakeholders.
He acknowledged that education reforms of such magnitude often encounter implementation hurdles but assured the public that continuous improvements are being made to strengthen the system and ensure it delivers its intended objectives.
According to the PS, the government’s vision is to develop an education system that equips learners not only with academic knowledge but also with practical skills, digital competencies and innovative thinking needed to compete in a rapidly changing global economy.
He reiterated that ongoing reforms are focused on ensuring learners graduate with skills that prepare them for higher education, entrepreneurship and employment opportunities in an increasingly technology-driven labour market.
The Ministry of Education has maintained that the Digital Literacy Programme will continue expanding in subsequent phases as more schools receive digital infrastructure and supporting facilities.
The government says continued investment in classroom technology, renewable energy solutions and ICT integration will play a critical role in transforming public education, narrowing the digital divide and ensuring that every learner, regardless of location, has access to modern, technology-enabled learning.
Education officials have expressed optimism that the programme will accelerate Kenya’s journey towards a digitally empowered education system capable of producing graduates equipped with the knowledge, skills, and technological competence required to succeed in the 21st century.
