TSC Clarifies Deployment Of Primary School Teachers To JSS

The Teachers Service Commission (TSC) has moved quickly to shut down a fake circular doing rounds online that claimed the deployment of primary school teachers to Junior Secondary Schools had been halted.
Speaking on Thursday, September 10, the commission distanced itself entirely from the document, insisting it never came from within TSC.
“The Teachers Service Commission has come to the attention of the above-circulating circular on deployment of teachers. Please note that the information is not only misleading but fake,” the commission said in its statement.
The bogus circular, which was dated September 8, alleged that the ongoing deployment of teachers from primary schools into Junior Secondary Schools had been discontinued nationwide with immediate effect.
It went further to claim that pending applications, shortlists, and vetting processes tied to the deployment exercise had all been cancelled, and that regional offices would no longer process them.
To make matters more convincing, whoever crafted the fake document even attached a signature purportedly belonging to TSC’s top leadership, a move clearly designed to make it pass off as authentic.
But TSC says none of that is true. According to the commission, the deployment programme is still very much active and continues to be a key part of its strategy to plug staffing shortages in Junior Secondary Schools nationwide.
This isn’t the first move TSC has made to ease the deployment process. Back in May 2026, the commission relaxed entry requirements for the exercise, lowering the minimum qualification to a C plain in KCSE for primary school teachers holding secondary-option degrees.
Beyond that, TSC has rolled out a new mass deployment strategy focused on pushing current JSS teachers up into Senior School positions, in line with the Grade 10 transition framework being implemented across the country.
The commission also reaffirmed that recruitment and promotions for JSS positions remain fully funded by the government and are moving forward as scheduled for the teachers involved.
TSC has since cautioned the public to stick to its official communication channels for accurate updates, warning against spreading or believing unverified circulars like the one currently circulating online.
