Government Announces New Salaries For All Civil Servants

The government has announced a new salary increment for all civil servants to be backdated to July 1, 2024, to honor the second phase of the Collective Bargain Agreement (CBA).

According to the letter issued by Public Service Principal Secretary Amos Gathecha, civil servants are also set to receive an increase in their house allowances.

Union of Kenya Civil Servants (UKCS) had earlier announced to strike over the failure of the government to honor CBA which it had agreed to implement in two phases. The first phase was to be implemented from July 1, 2023, to June 30, 2024, while the second phase was to cover July 1, 2024, to June 30, 2025.

In the new structure, the lowest cadre of civil servants will get a salary increase of Ksh1,000, which will see their payslips rise from Ksh16,950 to Ksh18,250.

Those in CSG 16 will earn between Sh18,250 and Sh21,940 every month while the highest paid under Grade 4 will get between Sh182,890 and Sh339,780 per month. Those earning a salary of Ksh19,220 in CSG 16 are set to get a new pay of Ksh20,560.

“The second phase of the new basic salaries and salary scales, which form appendix I and II to this circular will be implemented for civil servants in CSG17 to CSG4 with effect from 1st July 2024,” PS Gathecha noted.

“The second phase of the reviewed house allowance which forms appendix III to this circular will be implemented for civil Servants in CSG17 to CSG4 with effect from 1st July 2024,” the PS added.

The agreement was implemented for the higher job groups with government workers earning Ksh102,860 set to receive a pay rise of Ksh3000 to earn Ksh105,570.

Additionally, those earning Ksh118,790 are set to receive a salary increase that will see them earn Ksh121,500 in the new wage structure.

“The Salaries and Remuneration Commission Commission (SRC) has advised on the implementation of the Remuneration and Benefits for the Civil Service in the National Government for the Third Remuneration and Benefits for the Civil Service in the National Government for the Third Remuneration Review Cycle 2021/2022-2024/2025,” PS Gathecha directed.

Civil servants had sued SRC following its decision to freeze raises on their salaries claiming it a violation of their rights and the constitution

The union argues that SRC’s decision denies its members the right to a pay rise. They want the court to issue a temporary order directing SRC to temporarily suspend its decision pending the hearing and determination of the application

“Our members and low and middle-level employees and hence any salary cut or delay in any manner is likely to financially affect them greatly regarding their daily survival,” the Union argued.
