The Treasury Cabinet Secretary (CS) Henry Rotich has today, on 22nd July, presented himself at the Directorate of Criminal Investigations (DCI) headquarters, an hour after the Director of Public Prosecution (DPP) ordered for his arrest together with 27 other officials.

A number of arrests have already been done in Eldoret with pressure mounting on CS Rotich to resign and clear his name first.

DPP Haji has ordered for the arrest Rotich alongside 27 others over the massive loss of 19 billion shillings in a move that has seen a revisit to the Arror and Kimwarer dams’ scandal.

“Upon investigations by the DCI, it was established that the conception, procurement and payment process for the Arror and Kimwarer Dam projects in Elgeyo Marakwet County were riddled with massive illegalities,” Haji said.

“The investigations established that government officials flouted all procurement rules and abused their oath of office to ensure the scheme went through,” Haji explained.

DPP Haji revealed that the procurement procedures were flaunted and the law was circumvented to ensure Italian company CMC di Ravenna got the contract.
