List of Silent MPs and Senators Who Did Not Contribute to Parliament in 2020

Findings from a parliamentary scorecard report by Mzalendo Trust showing the performance of each member revealed that 31 MPs and 3 senators did not contribute to the parliament in 2020.
A new report on the ranking of lawmakers has revealed that a large number of MPs did not make any contribution in 2020 yet some of them are the most vocal outside parliament.
Findings from a parliamentary scorecard report by Mzalendo Trust showing the performance of each member revealed that 31 MPs and 3 senators did not contribute to the parliament last year.
According to the report, the number of silent MPs in the national assembly rose from 21 in 2019 to 31 in 2020, while in the senate the number rose from one to three.
The list of silent members include:
Jane Chebaibai (Elgeyo Marakwet), Asha Mohammed (Mombasa), Jane Njiru (Embu), Irine Kasalu (Kitui), Anab Gure (Garissa), Rose Mumo (Makueni), Amina Gedow (Mandera), Lilian Tomitom (West Pokot), Janet Teiyaa(Kajiado), Alfred Sambu (Webuye East), Ernest Kivai (Vihiga), Joshua Aduma (Nyakach), and George Kariuki (Ndia).

Others in the same category also include Sylvanus Osoro (South Mugirango), Lokiru Ali Mohammed (Turkana East), Oscar Sudi (Kapseret), Gideon Konchelia (Kilgoris), Fred Ouda (Kisumu Central), Richard Onyonka (Kitutu Chache South), Mathias Robi (Kuria West), Marwa Kitayama (Kuria East), Bady Twalib (Jomvu), George Aladwa (Makadara), Abdi Shurie (Mbalambala), Maalim Kulow (Banisa), Patrick Ntwiga (Chuka), Said Haribae (Galole), Charles Gimose (Hamisi), and Maina Kamanda (nominated).
The report further estimated that eight of these members of parliament did not make any contribution in 2019.
The Mzalendo Trust report indicated that 175 members spoke less than 10 times accounting for 50 percent of the house, 128 members spoke between 10 – 50 times accounting for 37 percent of the House and 33 members spoke over 50 times accounting for 9 percent of the House.
Kimani Ichungwa (Kikuyu), Joseph Limo (Kipkelion East), and David Sankok (nominated) are among the highest performing male MPs in the national assembly. Nairobi senator Johson Sakaja, Samson Cherargei of Nandi, and Moses Wetangula of Bungoma were among the top performers in the Senate.

On the other hand, the highest performing female members include; Milly Odhiambo (Mbita), Gladys Wanga (Homabay), Rachael Nyamai (Kitui South), and Eve Obara of Kabondo Kasipul constituency.
Those who failed to register in the Senate Hansard are Gideon Moi Baringo, Victor Prengei (nominated), and Philip Mpaayei (Kajiado).
While releasing the report, Executive Director of Mzalendo Trust, Caroline Gaita said these performances were predominantly shaped by the Covid-19 pandemic. She added that the normal sittings were disrupted following initial suspension and reduced physical attendance.
