EPRA Processed All Its Procurements Manually Against President’s Order

The Energy & Petroleum Regulatory Authority (EPRA) has come under fire after failing to use the Public Procurement Information Portal as it had been issued by President Uhuru Kenyatta.

After the massive scandals at KEMSA where Kenyans lost billions of shillings meant for the fight of the Covid-19 to corrupt individuals within and without government, President Uhuru ordered all procurements to be done via the Procurement Portal. But EPRA seems to have missed the memo.

The Auditor-General, Nancy Gathungu, stated in a report that the Authority processed all its procurement deals manually for the FY ending June 2021.

EPRA’s decision was in breach of an Executive Order issued in 2018 that mandated all State agencies, ministries, and
parastatals to publish their procurement needs online for public scrutiny.

“This is contrary to the provisions of the Executive Orders issued by the government on public procurement,” the auditor said.

The audit has flagged an overpayment of Sh7.4 million to a service provider for the LPG compliance inspection services.
