TSC Begins Nationwide Rollout Of Teachers’ Promotion Letters

The Teachers Service Commission (TSC) has officially begun issuing promotion letters to successful candidates following the recently concluded promotion interviews.

The first batch of these letters has already been dispatched to the offices of TSC County Directors across the country. Teachers who have secured promotions will receive their letters through these offices, marking an important milestone in their professional growth.

However, despite this significant step, the Commission has yet to release the official list of teachers who have been successfully promoted.

As of March 31, 2025, TSC has not made public the names of the promoted teachers on its website, a move that has left many educators anxious as they await confirmation of their promotion status.

According to established TSC policies, the list of promoted teachers must be published and made accessible to the public.

This measure ensures transparency and provides clarity to all applicants, including those who were not successful in securing a promotion. While successful candidates are set to receive their promotion letters, those who did not make the cut will be issued regret letters, formally informing them of the outcome of their applications.

The recently concluded promotion interviews were conducted in two phases for different categories of teachers. For post-primary school teachers, the interviews commenced on January 27, 2025, and concluded on February 6, 2025.

This category includes teachers serving in secondary schools as well as those in Teacher Training Colleges (TTCs). On the other hand, the interviews for primary school teachers took place earlier, starting on January 13, 2025, and concluding on January 23, 2025.

The TSC had initially advertised a total of 25,288 promotion slots catering to both primary and post-primary school teachers. The first round of promotions was announced through Advert 1 to 4 of 2024, which was open from November 12 to November 18, 2024.

This phase saw 5,690 promotion opportunities specifically allocated for school administrators. Following this, on December 17, 2024, the Commission announced an additional 19,943 slots for teachers across job groups C1 to D3.

These positions were open for online applications, allowing thousands of eligible teachers to compete for advancement opportunities. Out of these vacancies, 16,109 slots were designated for primary schools, while post-primary institutions were allocated 9,179 positions.

The 2025 teacher promotion exercise, much like the previous year’s, saw an overwhelming number of applications. A total of 189,000 teachers applied for the various advertised positions, illustrating the growing demand for career advancement opportunities within the teaching profession.

Among these applicants, 96,640 were primary school teachers, while 44,043 came from post-primary institutions. The sheer number of applications underscores the need for more frequent and expanded promotion opportunities to accommodate the growing demand among teachers seeking career progression.

Unlike previous years, the 2025 promotion interviews took a markedly different approach. Unlike last year’s sessions, where teachers faced panel interviews with questions, this year’s exercise focused primarily on document verification.

Interview panels, composed of Sub County Directors, Human Resource Officers, and Curriculum Support Officers, limited their engagement to verifying teachers’ identification documents, academic certificates, and other relevant paperwork.

This shift in approach streamlined the process but left some applicants questioning the absence of direct assessment questions.

One of the key determinants in the TSC promotion criteria was age, with older teachers receiving significantly higher scores in the promotion ranking system.

The promotion scoresheet awarded marks based on age brackets as follows:

  1. Teachers aged 55 years and above received 30 marks.
  2. Those aged 50 to 54 years were awarded 26 marks.
  3. Teachers in the 45 to 49 years bracket received 22 marks.
  4. Those aged 40 to 44 years scored 18 marks.
  5. Younger teachers, aged 30 to 39 years, were allocated 14 marks.

This ranking system favored older educators, ensuring that those with long-standing service and experience had a higher chance of promotion.

While the release of promotion letters has begun, the delay in publishing the official list of successful candidates remains a concern. Many teachers are eagerly awaiting this information, which will provide clarity on their career progression.

The Commission has not specified when it intends to publish the list, leaving many educators in a state of uncertainty.

As the process continues, stakeholders, including teachers’ unions and education advocates, are keenly watching TSC’s next steps, urging the Commission to uphold transparency and fairness in the promotion exercise.

Until the full list is made public, thousands of teachers across the country will continue to wait in anticipation, hoping for positive news regarding their promotions.
