KUCCPS Sets Transfer Fee For Students Seeking To Change Universities

The Kenya Universities and Colleges Central Placement Service (KUCCPS) has officially confirmed that students seeking to transfer from one institution to another through the Inter-Institutional Transfer (IIT) process are required to pay a non-refundable processing fee of Ksh1,000.
In a statement released this week, KUCCPS addressed growing concerns raised by students and parents over the fee, following the launch of the 2025 Inter-Institutional Transfer window on Monday, July 14.
While the transfer fee is not a new policy, the clarification was necessary due to numerous inquiries and complaints, with some individuals expressing confusion about the payment requirement and even reporting attempts of overcharging by third parties.
“Inter-institution transfer application fee is Ksh1,000,” KUCCPS stated, emphasizing that no applicant should be asked to pay more than the stipulated amount.
The placement agency reiterated that the fee is strictly a processing charge, meant to cover the administrative costs involved in reviewing, verifying, and coordinating each transfer request.
KUCCPS elaborated that the fee supports critical activities such as evaluating the reasons for transfer applications, maintaining the online systems, and facilitating the efforts of technical and support staff who handle the transfer logistics.
All payments, KUCCPS stressed, must be made through the official government e-Citizen platform, which is the centralized digital portal for accessing and paying for public services in Kenya. The agency warned students and parents against making any payments through unofficial channels or third parties, noting that this could expose them to fraud or disqualification.
“To avoid being conned, applicants are urged to strictly use the e-Citizen platform. KUCCPS does not accept cash or payments made through agents,” the statement added.
Application Window and Eligibility
The transfer application period, which began on July 14, will run until August 12, giving applicants a 30-day window to initiate and complete the process.
The exercise is open to students who were successfully placed in various universities and colleges in the 2024/2025 placement cycle, and who may wish to move to different institutions due to various reasons such as medical conditions, financial hardship, or a desire to be closer to home.
In addition to this year’s KCSE candidates, KUCCPS noted that students who sat for their KCSE exams in 2023 but did not manage to secure placement during the previous cycle are also eligible to apply.
These students have the opportunity to submit a request for consideration by writing to KUCCPS and including their official KCSE index number and the year they sat the examination via email.
One of the key clarifications issued by KUCCPS pertains to the ability of a student to retain the same course after transferring to a new institution. According to the agency, it is possible to maintain the course one was initially placed in, provided the student meets the cut-off points required by the new institution offering that course.
“Applicants must understand that a course offered in different institutions may have varying cut-off points,” KUCCPS noted. “It is the student’s responsibility to ensure that they qualify for the course at the receiving institution.”
The transfer process is designed to be completed within 14 working days, during which the student’s request will be reviewed by both the releasing and receiving institutions before KUCCPS makes a final decision.
KUCCPS has assured the public that the transfer process is being handled with utmost transparency and fairness. The agency has also urged students to follow the laid-down procedures carefully and consult the official KUCCPS Students’ Portal for updates, guidelines, and real-time status of their applications.
The clarification on the inter-institutional transfer fee and application procedure is part of KUCCPS’s broader effort to streamline operations, prevent misinformation, and ensure that all qualified Kenyan students are placed fairly and according to their preferences and academic qualifications.
