TSC Announces 16% To 32% Basic Pay Hike And 20% Increase In All Allowances

The Teachers Service Commission (TSC) has recently proposed a significant salary increment for all teachers from job group B5 to D5 under the Collective Bargaining Agreement (CBA) for the period 2025–2029.
According to TSC, this new proposal outlines a pay rise for teachers across various job categories, a move that has sparked a lot of anticipation among educators nationwide. The details of the proposed changes indicate that TSC is keen on finalizing the new pay adjustments and is aiming to implement them in the July payroll, which is currently open for processing.
At the heart of these discussions is the urgent need for final approval from the three main teachers’ unions. The TSC is awaiting the green light from the Kenya National Union of Teachers (KNUT), which represents primary school educators; the Kenya Union of Post Primary Education Teachers (KUPPET), which serves post-primary school teachers; and the Kenya Union of Special Needs Education Teachers (KUSNET), which represents teachers in special schools.
These unions are expected to meet with the Commission on Friday, 18th July, for crucial talks, culminating in the signing of the 2025–2029 CBA. The signing ceremony will take place at the Kenya Institute of Special Education, marking a significant milestone in the ongoing negotiations.
Earlier this week, the TSC engaged in discussions with the Salaries and Remuneration Commission (SRC) over the proposed CBA. The meeting led to the proposal of an incremental salary rise ranging from 16% to 32% for teachers’ basic salaries, in addition to a 20% increase in all allowances.
These new salary adjustments would take effect on 1st July 2025. However, the discussions went beyond just salary adjustments and tackled other important issues affecting teachers’ welfare.
One key aspect of the proposal is the restructuring of job groups within the teaching profession. TSC has recommended the scrapping of job groups B5 and C4, replacing them with new job groups D1 and D2 for primary school teachers.
This reorganization would ensure that teachers in lower job groups receive an automatic elevation, with those in grades C1 moving to C2 and those in grade C2 advancing to C3. The reclassification of job groups is expected to bring a sense of progression and motivation for teachers, particularly those who have been in lower ranks for several years.
Another critical issue discussed during the TSC-SRC meeting was the contentious matter of the hardship allowance, which has been a point of contention for many educators, especially those serving in remote or disadvantaged regions.
