The New Dawn of Webuye West: A Manifesto for Industry, Dignity, and Prosperity: Why Steve Biko Wafula Is Best Suited To Lead Webuye West As It’s MP

My people of Webuye West, our story has been one of resilience, strength, and endurance. But for too long, we have been a region of potential without transformation. Our youth roam without jobs, our farmers till without reward, and our traders hustle without protection. I seek the chance to lead because I believe that Webuye West can rise again—not by chance, but by a deliberate plan that industrializes our land, modernizes our farming, and mechanizes our destiny.
We stand at the heart of Kenya’s Northern Corridor, a gateway of trade linking Nairobi to Uganda and the wider Great Lakes region. This geographical blessing must no longer be wasted. We must turn Webuye West into Western Kenya’s manufacturing hub—where small industries grow beside homes, and our sons and daughters find dignity in decent work.
The first pillar of this dream is industrial rebirth. I will push for light industries to be built across our wards—Misikhu, Sitikho, Bokoli, and Matulo—creating jobs for welders, machine operators, tailors, and artisans. When industries bloom, every household earns, and when households earn, our community thrives.
We cannot industrialize without energy. I will ensure the expansion of electricity lines to every home and enterprise, prioritizing affordable power for industries and cold storage. With reliable energy, our entrepreneurs will produce, preserve, and prosper.
Our farmers remain the backbone of our economy, yet they are treated as beggars in the market. I will create community mechanization centers—where farmers can access tractors, planters, and harvesters at fair rates. Mechanized agriculture will increase yields, reduce labor fatigue, and make farming a dignified profession again.
To ensure no harvest is wasted, we will build storage facilities, milling plants, and processing factories. We will no longer export raw produce; we will sell finished goods. Every grain of maize, every cane of sugar, and every litre of milk will earn our farmers real value.
Markets must evolve from muddy chaos to clean, secure, digital trading zones. I will modernize local markets with proper lighting, sheds, toilets, and Wi-Fi access. Traders will use digital payment systems, ensuring transparency, safety, and accountability.
Our youth are not lazy—they are underused. I will create the Webuye West Apprenticeship and Industrial Voucher Program, linking youth with factories, garages, and digital firms for paid internships. Every ward will have at least one industrial skills center training welders, electricians, and machine technicians.

Education must meet the needs of industry. I will reform and equip our TVET institutions to match global standards. Students will graduate with employable skills, not paper certificates that gather dust.
Transparency will be my foundation. Under my leadership, every Constituency Development Fund project will be tracked publicly, mapped online, and audited by the people. Every coin will be accounted for, and every tender made public.
The revival of Panpaper must be done in a new spirit of justice. We will champion a transparent, community-led restructuring of its assets to establish a modern paper and packaging industry that creates thousands of jobs while settling the historical injustices faced by former workers.
Our women and girls will not be left behind. I will establish a Women’s Innovation and Industrial Skills Centre dedicated to textile design, packaging, agribusiness, and digital entrepreneurship. Women will no longer queue for opportunities—they will create them.
To protect the health of workers and traders, we will ensure every market and industrial site has clean water, toilets, and a first-aid center. Productivity cannot grow in an unhealthy environment. A strong workforce is a prosperous constituency.
Our environment is our future. I will champion reforestation programs, tree nurseries, and waste recycling industries that provide jobs while restoring our green heritage. Green jobs are the new frontier for sustainable growth.
Cooperatives will return to their original purpose: empowering the people. I will rebuild cooperative societies with strong governance, financial literacy training, and digitized savings systems to end exploitation by loan sharks.
The “Constituency Industrial Investment Desk” will act as our development engine. It will connect local entrepreneurs with investors, markets, and funding institutions. Webuye West must attract investment, not beg for it.
Fair pricing for cane and maize farmers will be my non-negotiable agenda. No farmer will wait months for payment while millers profit. I will work with national commodity boards to ensure transparency and timely pay.
Security is the foundation of prosperity. I will work closely with law enforcement and communities to ensure safe markets, secure roads, and peaceful neighborhoods where every business can thrive.
Every child deserves protection. I will strengthen systems against child labour, sexual abuse, and school dropouts. We cannot talk of development while our children suffer silently.
Women will be represented not just in words, but in budgets, boards, and bursaries. Our leadership must reflect the strength and contribution of our mothers and sisters.
In governance, I will be a servant, not a master. Every quarter, I will host town hall meetings and publish constituency performance reports—detailing funds received, projects implemented, and challenges faced. Power belongs to the people, and I will return it to them.
With industrial parks in each ward, thousands of jobs will be created—metalwork, carpentry, motor repair, food processing, and digital innovation. Each center will serve as a nucleus of growth, incubating small businesses into large enterprises.
The A104 highway that cuts through our land must serve us. I will lobby for the completion and maintenance of feeder roads that connect villages to this trade artery, enabling farmers to deliver their goods efficiently.
Webuye West’s young innovators will receive mentorship and funding to develop technology-based solutions in logistics, agritech, and manufacturing. We will not wait for Nairobi’s mercy—we will build our own Silicon Savanna in Webuye.
Every ward will have a business incubation center where ideas are turned into enterprises. Entrepreneurship must be taught, financed, and supported until it bears fruit.
Access to finance remains a barrier to growth. I will negotiate with local banks and SACCOs to introduce affordable credit facilities for small and medium businesses—especially youth and women-led enterprises.
Health remains wealth. I will advocate for the upgrading of local dispensaries and the construction of a fully equipped community hospital to ensure that no family sells land to seek treatment.
Sports and creative industries are untapped sources of employment. I will invest in talent centers, community fields, and music studios to help our youth monetize their gifts.
Education bursaries will be digitized to eliminate corruption and favoritism. Every child with potential deserves a fair chance, regardless of tribe, religion, or political allegiance.
Our constituency will also lead in digital governance. Through a Webuye West mobile app, citizens will report issues, monitor projects, and engage directly with my office in real-time.
Tourism will be revived through the promotion of local cultural sites, eco-parks, and heritage festivals. Our story and traditions are powerful economic assets waiting to be harnessed.
To sustain these programs, I will build partnerships with development agencies, private investors, and local cooperatives. No dream is too big if we work together transparently and strategically.
Jobs will no longer be a campaign promise—they will be a measurable reality. With industrial parks, processing zones, mechanization centers, and TVET programs, we can create over 20,000 direct jobs and 50,000 indirect opportunities in five years.
This manifesto is not about words—it is about work. It is not about politics—it is about people. It is not about power—it is about purpose.
The time has come for Webuye West to rise again, not as a spectator in Kenya’s development, but as the heartbeat of industrial transformation in Western Kenya.
Together, we can turn our potential into production, our dreams into factories, and our sweat into prosperity.
Webuye West must rise. The time is now. The power is ours.
