William Ruto Pushes For Reforms Within The AU

President William Ruto on Tuesday chaired a high-level meeting with senior African Union (AU) officials to push forward long-awaited reforms aimed at making the continental body more effective and responsive to Africa’s changing needs.

The meeting brought together members of the High-Level Panel on AU Governance, Peace and Security, the High Representative on Financing the Union, and African Union Commission (AUC) Chairperson Mahmoud Ali Youssouf. Also present were Foreign Affairs Principal Secretary Korir Sing’oei, officials from Kenya’s Mission in Addis Ababa, and the Special Envoy for the Champion on AU Institutional Reform.

As the AU’s Champion for Institutional Reforms, President Ruto received a detailed report outlining key recommendations and priority areas for discussion at the Special Summit on African Union Reforms, scheduled for November 26, 2025, in Angola.

The report identified several areas requiring urgent attention, including the revitalisation of peace and security frameworks, sustainable financing of the Union, and the operationalisation of the African Court of Justice. It also proposed measures to streamline the AU’s structures and improve how the AU Assembly and Executive Council make and categorise decisions.

The President emphasized that the reforms are essential for the continent to achieve the goals of Agenda 2063, which outlines Africa’s long-term vision for prosperity, unity, and self-reliance. He called on member states to recommit to completing the reform process to strengthen the Union’s ability to respond to emerging challenges.

The meeting underscored the importance of revitalising the African Governance Architecture (AGA) and the African Peace and Security Architecture (APSA) as key tools in addressing the growing complexity of governance and security issues across the continent. Participants agreed that enhancing these frameworks would help improve the AU’s ability to promote stability, democracy, and effective governance.

Among the key recommendations were the need to reposition Africa in light of changing global power dynamics, renew efforts to promote Pan-Africanism, secure sustainable and predictable financing for the Union, and refine the agenda and format of AU meetings to enhance efficiency and impact.

The Nairobi meeting set the stage for the upcoming Angola summit, where African leaders are expected to deliberate on these recommendations and adopt concrete steps that could redefine the AU’s role in promoting governance, peace, and unity across the continent.
