CA Moves To Introduce New Fee On ICT Imports

In a move that could reshape Kenya’s technology landscape, the Communications Authority of Kenya (CA) has announced plans to introduce a new fee on imported ICT equipment. The proposal, which is already stirring debate among industry players, aims to generate additional revenue to support the country’s growing digital infrastructure and regulatory needs.

According to the CA, the rapid expansion of Kenya’s digital economy has placed increasing pressure on existing systems, requiring more investment in cybersecurity, spectrum management, and network oversight. By introducing a levy on ICT imports—ranging from smartphones and laptops to networking equipment—the regulator hopes to create a sustainable funding stream to maintain and upgrade critical communication systems.

However, the announcement has not been met without concern. Importers, retailers, and technology advocates argue that the new fee could lead to higher prices for end users. In a country where digital access is increasingly seen as essential for education, business, and communication, even a slight increase in the cost of devices could slow down progress toward universal connectivity.

Small businesses, in particular, fear the ripple effects. Many startups and entrepreneurs rely on affordable imported technology to operate efficiently. A rise in costs may force them to scale back operations, delay expansion plans, or pass the burden onto consumers. For students and young professionals, already grappling with economic challenges, access to affordable gadgets could become even more difficult.

On the other hand, supporters of the move argue that the fee could ultimately benefit the country in the long run. By strengthening regulatory capacity and investing in infrastructure, Kenya could improve internet reliability, enhance cybersecurity, and attract more global tech investments. Some also suggest that the policy might encourage local assembly or manufacturing of ICT products, reducing dependence on imports.

As public consultations begin, stakeholders across the sector are expected to weigh in, offering recommendations and voicing concerns. The final decision will likely balance the need for revenue generation with the broader goal of maintaining affordable access to technology.
