Ksh 50,000 Fine For Vendors Selling Gas Without Receipt

Cooking gas traders will now be required to issue receipts to the customer’s failure to which they will attract a fine of 50,000 shillings in newly set regulations targeting to end illegal trades in the society.

The new set regulations are currently before Parliament and will require gas traders to have receipts that will include the following details:

  • Name of outlet
  • Outlets phone number and that of the consumer
  • Cylinder brand e.g. Total or K-Gas
  • The serial number of the cylinder’s seal
  • Date cylinder is sold

The above details will help in the tracking of the cylinder from the outlets to homes for a year to enable record-keeping.

Oil marketers will, in turn, be required to ensure each gas cylinder to enable compensation in the event that an accident occurs.

Transportation of gas cylinders according to the regulations before Parliament will only have three cylinders in a car. The regulations are set to solve the menace of illegal gas refills who make it difficult to have standardized gas prices in the Country as they sell cheaper as they evade the required taxes and documentation.

Gas marketers will be enabled to track their cylinders by the use of a Radio Frequency Identification or a quick response code or any other regulation included in the regulations set to be discussed by Parliament.

Fines expected to mete on retailers include a 50,000 shillings for the failure of keeping cylinder records for over a year.

A dealer will be expected to keep records of its authorized wholesalers, filling agents, retailers and cylinder requalification agents.

The dealer will also be responsible for keeping quick response codes, serial numbers, and dates of prequalification of each cylinder.

The new regulations could curb cases of gas fires that are mostly said to be caused by illegal refills.
