The government has instructed all primary and secondary school heads to release students’ academic certificates. Further, the ministry has cautioned the institution against charging any fee prior to documents being released.

According to the circular released by the Principal Secretary in the Ministry of Education Dr. Julius Jwan instructing all county directors of Education to ensure the directive is adhered to.

“The Ministry of Education has sent numerous reminders and circulars to schools through the field officers warning them against the introduction of extra levies, withholding KCPE/KCSE certificates, and conducting illegal tuition during the weekend and school holidays,” Jwan said.

According to the CS, the Government has over the years cushioned pupils from poor backgrounds by introducing Free Primary Education and Free Day Secondary Education.

Dr. Jwan said the ministry has been receiving several complaints from parents and guardians whose children have not been given the vital certificates.

Education CS, Ezekiel Machogu before approval promised that he would address the issue of teachers who refuse to issue learner’s certificates.

If teachers will not cease withholding certificates to learners, Education CS stated that he will even look into the possibility of KNEC issuing certificates directly to students.

“We shall deal with this and even if it means that the Kenya National Examination Council, KNEC, issues certificates directly to learners if teachers continue withholding certificates,” Said Machogu

KCPE has been slated for between November 28 and December 1, while KCSE will take place between December 1 and 23.

The Grade Six exam will be sat between November 28-30, with 1.27 million candidates registered to sit the pioneer exam under the new curriculum which will see them join junior secondary schools.

The CBC Grade 6 exam will constitute 40 percent of the total score while the Grade 4, 5, and 6 school-based assessments will make up the remaining 60 percent. The Kenya National Examinations Council (KNEC) announced it would open a portal from August 15 to August 30 where Grade 6 learners would then select their preferred junior high.
