Govt workers to receive 16-30pc pay rise beginning July

Kenyan civil servants beginning July will receive a basic salary increase ranging from 16 to 30 per cent following a new Collective Bargaining Agreement (CBA) signed on Tuesday.

The CBA was signed between the government and the Union of Kenya Civil Servants.

Public Service, Youth and Gender Affairs Cabinet secretary Sicily Kariuki said the National Treasury, has allocated KSh 20 billion in the 2017/18 budget estimates, to improve minimum wage of workers in civil service.

House allowance for civil servants would be harmonised as per grade with effect from July 1, 2018. The CBA, which will remain in force for four years, will see salary increase for service staff in job group A to N, this will see the lowest paid public servant in job group A earn a minimum of Sh12,192.

The new salary structure according to Salaries and Remuneration Commission (SRC) will be implemented in four phases. The government has also introduced the health service and nursing allowances and risk allowance for veterinary personnel in the new CBA.

Further, it should be noted that Treasury CS Henry Rotich proposed to amend the the income Tax Act to expand the tax bands by another 10 percent and to increase the relief by another 10 percent aimed at increasing the number of low income earners exempt from tax by raising the lowest taxable income from Ksh. 11,135 per month to Ksh. 13,486.
