KNEC Announces Mass Recruitment Vacancies, Requirements And How To Apply

The Kenya National Examinations Council (KNEC) invites competent, self-motivated, and qualified professionals for the following vacant positions:

Director, Test Development KNEC Grade 2

Job Specifications

Director, Test Development will be responsible for the following duties and responsibilities:

  1. Implementing the Council resolutions and instructions on Test Development
  2. Supervising the Deputy Directors in the Directorate to ensure quality delivery of services
  3. Providing strategic leadership in the directorate
  4. Formulating and implementing initiatives to instill KNEC values in the Directorate
  5. Establishing an efficient and effective system to undertake test development activities
  6. Preparing and implementing approved Directorate work plan, procurement plan, and budget
  7. Developing and implementing effective risk management strategies
  8. Cascading the strategic plan and performance contracting in the Directorate
  9. Ensuring security and confidentiality of all examination/assessment materials
  10. Keeping abreast with trends in psychometrics
  11. Supervising and mentoring examination officers
  12. Advising the CEO on staffing and strategies for adopting best practices in the development
  13. Appraising the performance of Deputy Directors and Assistant Directors in the Directorate
  14. Implementing a Quality Management System for continual improvement
  15. Developing and implementing mechanisms for engagement of stakeholders on test development matters.
  16. Build the capacity of education officers and teachers on examinations and assessments.

Person Specifications

For appointment to this grade, an officer must have:

  1. At least fifteen (15) years of cumulative relevant work experience, five (5) of which should have served at a senior management level
  2. Bachelor’s Degree in Education from a recognized institution OR Bachelors Degree in a relevant discipline plus a Post Graduate Diploma  in  Education from a recognized institution
  3. Strategic Leadership Course lasting not less than four (4) weeks from a recognized institution;
  4. Demonstrated competence and merit in work performance
  5. Proficiency in computer applications
  6. Fulfil the requirements of Chapter Six of the Constitution for successful applicants

Job Specifications

The duties and responsibilities of the officer will entail:

  1. Initiating the review of the Internal Audit policy  documents  to  conform  with the prevailing professional standards and regulations
  2. Ensuring that audit activities are carried out as per the professional  guidelines and audit policies
  3. Initiating the development of new initiatives aimed at improving internal audit
  4. Operational efficiencies and managing the risk-based annual audit  work  plans to cover all activities of the
  5. Co-ordinating the review of audit programs to ensure that they test the relevant internal controls and are in compliance  with  the  international  auditing standards
  6. Interacting with senior management to ensure their involvement in agreeing with the audit recommendations for areas of high-risk
  7. Examining and evaluating the adequacy, effectiveness, and reliability of the Council’s financial and operating systems
  8. Coordinating and ensuring quality control of the audit activities to ensure that the audit objectives are met and that the audit professional standards are maintained at all times
  9. Coordinating and conducting audits (where necessary) and holding all entry and exit audit meetings/sessions of each audit assignment with the auditees;
  10. Evaluating the risk management processes and giving reasonable assurance to the management and the Council that all key business risks are being mitigated to acceptable
  11. Coordinating audit efforts with the external auditors to avoid duplication
  12. Preparing audit findings, recommendations, and management comments and presenting them to the management and audit committee
  13. Designing a follow-up mechanism on all audits done to ensure that the agreed audit recommendations are implemented within the given
  14. Managing the audit   team   performance   through performance  planning, coaching, mentoring and
  15. Managing the training of the audit team to ensure they develop the skills and competencies required for a professional career
  16. Nurturing the team-building spirit among the auditors and implementing succession planning in the department

Person Specifications

  1. At least twelve (12) years of cumulative relevant work experience, five (5) of which should have served at the management level;
  2. Masters’ Degree in any of the following: Auditing, Business Administration majoring in Finance or Accounting or its equivalent from a recognized institution;
  3. Bachelor’s Degree in Commerce, Business Administration, Business Management (Accounting Option), or equivalent qualification from a recognized Institution;
  4. Management Course lasting not less than four (4) weeks from a recognized Institution
  5. Membership of the Institute of Internal Auditors (IIA) and Institute of Certified Public Accountants of Kenya (ICPAK)
  6. Certified Information Systems Auditor (CISA)
  7. Demonstrated merit in work performance;
  8. Proficiency in computer application
  9. Fulfill the requirements of Chapter Six of the Constitution for successful applicants.
