Chris Kiptoo Has No Idea What His Boss Read As Budget

Dr. Chris Kiptoo is the Principal Secretary of the National Treasury. He was appointed by President William Samoei Ruto. Looks like his last name landed him the top job given how he fumbled trying to explain the content of the National Budget 2024/2025 read by his boss, Professor Njuguna Ndung’u.

Kiptoo was invited by Sam Gituku of Citizen TV, a young journalist known for not entertaining mediocrity. He was to shed light and break down the National Budget as read by Professor Ndung’u. The man seemed empty and clueless about what was being discussed.

Let me put it this way: This is a man who was “involved” in the whole budget-making process. The budget that was read is supposed to have passed through him. Meaning, that the man with the good “Last Name” should have been aware of the contents of the budget.

He was asked about the Motor Vehicle Tax of 2.5 percent on every car owner in Kenya annually. The man was first shocked not knowing whether Sam Gituku was quoting the right budget document. Explaining this won’t bring out the picture… Here is the video:

Many are asking how the man got his job but we all know how these jobs were dished out. It is just sad that the National Treasury, being such a sensitive docket, would have gotten someone who knows his way around. The way he struggled, it appears Kiptoo is either never in office or he has no idea what goes on. He only comes in to take tea and read the newspaper.

No wonder the International Monetary Funds (IMF) has been calling the shots. They know the Ministry has some of the most clueless people making heavy decisions and they have turned them into puppets. Anyway, Khabusie.
