The Teacher Service Commission, TSC, has adopted a unified payroll number for all its employees including teachers. In a groundbreaking circular from TSC Dare, Dr. Nancy Macharia made a historic announcement on April 4, 2023.
The move comes after a decision by the National Government to adopt an integrated Human Resource System known as the Unified Human Resource System, UHRS.
The Head of the Public Service recently announced this decision to all Public Service organizations, signaling a new era of integrated and streamlined HR processes. Come August 4, 2022, the UHR will be in full effect, bringing with it a host of benefits for both employees and employers alike.
This innovative system will act as a unified hub for all public sector human resources data, encompassing crucial information such as payroll data.
In an effort to streamline operations and improve efficiency, the implementation of an integrated data platform has been initiated.
This initiative was prompted by the CARPS Report’s (2015) suggestions, one of which was the establishment of a “Unified Human Resource and Payroll Number generating system (UHR and IJPN) for the Public Service.”
The Allocation System for Unified Payroll Numbers (UPN) mandates that each public employee be assigned a distinct and permanent identity number.

Commencing March 2023, TSC has decided to allocate a unique UPN number to all its payroll members, which includes the esteemed teachers as well.
In the T-Pay System, the Employee’s Pay Slip or Teacher’s Payroll boasts a unique combination of identifiers – the TSC/Employment number and the UPN, also referred to as the payroll number.

T-Pay is an online service provided by TSC that allows teachers registered under the commission to access their online payslips.
To enjoy the services offered on the portal, you only require the Teachers Service Commission number and password that you will use to log in to the system. Also, note that the service is offered free of charge.
