TSC Rolls Out Specific Tenders For Marginalized Groups

The Teachers Service Commission (TSC) has officially invited suppliers to bid for a range of tenders covering the 2024-2025 financial year.
The tenders, which encompass essential supplies and services such as dust coats, clinic drugs, cleaning services, and insurance coverage, offer a significant opportunity for businesses to engage with TSC.
Notably, TSC has allocated a number of these tenders exclusively for marginalised groups, including women, youth, and persons with disabilities (PWDs), in line with the government’s policy on inclusivity in public procurement.
The commission made the announcement in a public notice issued through the government publication MyGov on Tuesday, outlining the procurement process and key dates for interested bidders. Suppliers have until March 18th and 19th, 2025, to submit their bids, after which evaluations will be conducted to determine the successful applicants.
In a bid to enhance access to government procurement opportunities, TSC has scheduled a sensitisation workshop specifically targeting youth, women, and PWDs. This workshop, aimed at equipping these groups with knowledge on how to successfully bid for government contracts, will take place on March 26, 2025, from 9:00 AM to 12:00 PM at TSC House, Upper Hill, Kilimanjaro Road, Nairobi.

The commission’s Initiative aligns with the Access to Government Procurement Opportunities (AGPO) program, which is designed to promote economic empowerment for historically disadvantaged groups by ensuring they get a fair share of public contracts.
By providing this sensitisation forum, TSC seeks to bridge the gap in government contracting and encourage more participation from these groups.
To support inclusivity, TSC has earmarked specific tenders exclusively for women, youth, and PWDs. These include:
The supply and delivery of white and blue dust coats for the TSC headquarters has been reserved for women entrepreneurs. Additionally, women-led businesses have been given priority in the supply of clinic drugs and non-pharmaceutical items for TSC’s medical facilities.
Several tenders have been reserved for youth-led businesses, including: Provision of internal and external window-cleaning services at TSC House under a two-year framework contract.
Supply, delivery, and installation of local area networks (LAN) at selected TSC offices, including one regional and four county offices across Kenya.
The same LAN installation contract at TSC headquarters has also been exclusively reserved for youth.
These reserved tenders present a vital opportunity for young entrepreneurs and women-led businesses to secure government contracts and grow their enterprises.
While some tenders are set aside for special groups, others remain open for all qualified suppliers. Among them are: Provision of comprehensive group assurance cover for TSC commissioners and secretariat staff. This tender requires a tender security deposit of Ksh1 million.
Provision of maintenance services for printers at TSC headquarters, with a required security deposit of Ksh40,000. These tenders, which are open to general competition, provide opportunities for established businesses in the insurance and IT maintenance sectors to engage with TSC.
Application Process and Submission Guidelines
To ensure transparency and efficiency in the procurement process, TSC has outlined a strict submission process that all bidders must adhere to.
Interested suppliers can access detailed tender documents either from the Supply Chain Management Services Division at TSC House or download them free of charge from the TSC website and the Public Procurement Information Portal (PPIP).
Firms intending to participate in the bidding process must register their details via email before submitting their bid documents.

Additionally, all tender submissions must adhere to the following guidelines:
Bidders must submit their documents in sealed envelopes clearly labeled with the tender number and description. These should be addressed to the Commission Secretary and deposited in the Tender Box at TSC headquarters before the deadline.
Any tender documents submitted after the deadline will not be considered.
Each submission must include key details such as the company name, address, tender name, telephone number, and email address.
If the bid documents are bulky, they should be delivered directly to the Head of Procurement’s office at TSC House.
TSC has scheduled a pre-bid meeting on March 11, 2025, where potential bidders can seek clarifications on specific tenders. This session is expected to address any queries that suppliers may have and provide guidance on compliance with tendering requirements.
