Delayed Services At An Eldoret Depot? It Was Not Us – KRA

The Kenya Revenue Authority (KRA) has refuted allegations made by a group of demonstrators outside the Eldoret depot, who claimed delays in service delivery.

In a statement, KRA termed the accusations as “untrue and misleading,” clarifying that the brief disruption experienced this morning was due to a routine system rollover by the Kenya Pipeline Company (KPC), not KRA.

According to KRA, the system rollover temporarily affected the issuance of Bills of Lading (BOLs) until midday but was quickly resolved. Normal operations have since resumed at the Eldoret depot.

KRA took the opportunity to shed light on recent technological enhancements aimed at improving efficiency at the depot. The Authority has rolled out a fully paperless processing system across all KPC depots nationwide, replacing the manual folder-based clearance procedure with a streamlined digital platform.

The new system—built on an integration between KRA and KPC systems—allows truck clearance data to be submitted via a shared spreadsheet by KPC and Oil Marketing Companies (OMCs) through their agents. KRA officers then process and release the trucks online, with feedback provided on the same platform.

The Authority outlined the following key benefits of the digitized system:

  • Real-time tracking of each truck’s processing stage, allowing OMCs to monitor clearance timelines precisely.

  • Transparent queuing, eliminating any bias in truck processing and ensuring equitable treatment.

  • Enhanced accountability, with stakeholders able to view the status of loaded but uncleared trucks.

  • Reduced operational costs for OMCs and agents by eliminating the need for additional paperwork-related personnel.

  • Live data reporting, doing away with manual data entry and improving reporting accuracy.

Despite these improvements, KRA acknowledged that the transition has met resistance from certain quarters—particularly individuals and entities that previously benefited from the manual processing system. The Authority emphasized that while it welcomes genuine concerns, it remains committed to modernizing its operations for the benefit of all stakeholders.

“KRA is keen on fostering collaborative engagement with stakeholders to ensure seamless operations at the depot and beyond,” the statement concluded.
