In the new review, SRC has directed that going forward, CAS’ monthly payments will rise from 765,188 shillings following a job evaluation that put the position in a higher job grade to 780,000 shillings.
Only the President and the Deputy President, who earn 1.44 million shillings and 1.23 million shillings respectively, and the Attorney-General, Cabinet secretaries (CSs), the Secretary to the Cabinet, and the Head of Public Service (924,000 shillings each) will be earning more than the CAS, whose job description is to deputize CSs.
Even before their first day at work, the salaries of the new Chief Administrative Secretaries (CASs) have been reviewed upwards by the Salaries and Remuneration Commission (SRC). This means they will earn more than principal secretaries.
In the new review, SRC has directed that going forward, CAS’ monthly payments will rise from 765,188 shillings following a job evaluation that put the position in a higher job grade to 780,000 shillings.
The CASs have now become among the top six most-earning civil servants in the country, falling in the league of the President, Deputy President, Members of Parliament, and Cabinet Secretaries.
“SRC has determined the monetary worth of the job of CAS at grade F1 and would like to advise on the attendant remuneration and benefits structure,” said the SRC chairperson Lyn Mengich.

Despite a massive public outcry and a case in court challenging the decision by the Head of State, the President went ahead and swore them in on Thursday morning, before even the normal working hours like telling Kenyans, “Mtado?”
The SRC advisory will now see the CASs, who were earning the same as principal secretaries under the government of President Uhuru Kenyatta, overtake the pay of the ministries’ accounting officers by 14,812 shillings, minus the numerous allowances lined up for them.
